This will be done with a view of intensifying its influence on policy reforms and marketing the organization and its Members based on best practices at the beneficiary level. The advocacy and communication strategy shall encompass all levels from the national to the grass roots level. Different actors shall be empowered to undertake advocacy and effective communication in order to influence decision making at their level. Networking shall be re-oriented to focus on learning, knowledge management as well as documentation and dissemination of best practices. Knowledge management involves transforming UPMB into an organization that uses information and knowledge effectively: sharing it across the organization and exchanging with other knowledge centres. This has a technical side which necessitates investments in ICT, information management and documentation and a culture side which necessitates activities to encourage staff to relate to and use knowledge more effectively.
