Mr. Masiko is a Program Management Specialist and Institutional Development Expert, with over 24 years’ experience in managing HIV/AIDS/Public Health programs (15 served in middle and senior management/leadership positions, 5 in capacity building and 3 in service delivery). He has substantial experience in strengthening health systems and organizational management, particularly in local organizations within the private sector (faith based, civil society, and private for profit) as well as public sector institutions. He has experience working in conflict and emergency settings. He has edge-cutting experience in technical leadership, management and delivery of large complex, integrated and innovative HIV/AIDS/Reproductive Health and OVC programs in Uganda. Mr Masiko has excellent skills in program design, strategic planning, advocacy and lobbying.
He is an accomplished trainer, facilitator, mentor and coach in HIV/AIDS and OVC programming and service delivery, and institutional governance and leadership – Trainer of Trainees (TOTs), HIV/AIDS Counselors, project staff and Executive Officers of HIV/AIDS organizations and programs in Uganda and abroad. He’s experienced in grant management, having led the management of 127 Technical Assistance and Service Delivery Grants (51 integrated HIV/AIDS prevention, care and treatment, 46 OVC, 25 CSO Community Grants, and 4 Health System Strengthening for faith based Medical Bureaus. He has very good networking and stakeholder engagement skills derived from his work with the Inter Religious Council of Uganda, TASO partners, districts, CSOs, His role at the Uganda AIDS Commission Partnership Committee and currently as the Chief of Party for the USAID Local Service Delivery for HIV and AIDS project supporting over 168 PNFP health facilities and CSOs in 5 sub regions in Uganda. Johnson has served on national committees for coordination and policy guidance, including the Uganda AIDS Commission, GF CCM Uganda, Uganda Civil Society Fund. Has finance/budget management skills – managed program budgets $2m to $50m. Well versed with M&E issues, USAID and MoH reporting.
