Director Health Systems Strengthening

Alima Hillary is a Medical Officer and public health specialist with 20 years’ experience in HIV/TB clinical care, organizational management, operational research, quality improvement, drug trial oversight and Health Systems Strengthening. He has experience working with and supporting both public, Private Not For Profit institutions and the private sector.

Hillary significantly supported the process of establishment, scale up and systems strengthening  for HIV/TB services regionally and nationally using Continuous Quality Improvement approaches (CQI) as part of the initial PEPFAR support in South Western Uganda. He was also involved in supporting integration of health services to include family health services and Non Communicable disease with significant success. He also led efforts to integrate socio-economic interventions for Adolescent Girls and Young Women to prevent HIV and teenage pregnancy in Northern Uganda with significant success. More recently as an Implementing Partner Technical lead of the first Ugandan local partner team (USAID/LSDA) that supported the localization process of donor support under USAID support. USAID/LSDA registered significant success through innovations using data and CQI; some of which have been adopted nationally.

More recently, He is engaged in strengthening health systems for Uganda Protestant Medical Bureau (UPMB) secretariat, 330 member health facilities and 17 Health training institutions to ensure sustainable and quality health service in the areas of Outpatient and inpatient health service delivery, health financing and resource diversification, health infrastructure and equipment support, Non Communicable disease and establishment of Centers of Excellence, Governance and Human Resource Management, Research, Quality and safety.

In 2012, Dr Hillary Alima received the Australian Leadership Award from the Australian Awards for Africa; a leadership mentorship award based on His leadership experience and achievements establishing HIV/TB services in South Western Uganda between the years 2005 and 2012.
